With regard to the infliction of Corporal punishment which your Grace remarks, I have to state that Sections 42 and 43 of the existing Regulations of 1857 not only make it imperative that such punishment shall be distinctly recorded with its cause and its amount, but that the medical officer shall certify in writing that the offender is in a fit state of health to bear the chastisement without injury.
